Webster’s Dictionary defines the Swedish word Ombudsman as “a public official appointed to investigate citizens’ complaints against local 
or national government agencies that may be infringing on the rights of individuals. 
OSNC provides advocacy services for residents in long-term care facilities in the counties of Nevada, Placer, Sacramento, Sierra, Solano, Sutter, Yolo and 
Yuba.

The ombudsman program is mandated by the state and federal government to receive, investigate and resolve complaints on behalf 
of residents in skilled nursing facilities and residential care facilities for the elderly. The program emphasizes dignity and self-determination 
in its efforts to improve the quality of institutional life. The ombudsman program is a free and confidential service provided to residents, families,
and friends of residents in long-term care.
The ombudsman provides information and assistance with level of care, facility information, admission agreements, elder abuse, neglect or 
financial exploitation, quality of care issues, and Medi-Cal/Medicare concerns. Additional services provided by the ombudsman program are training
to facility staff, community presentations, and witnessing Advanced Health Care Directives when executed in skilled nursing facilities.
